The Who do get underappreciated!  Not to say that The Beatles and the Stones weren’t important, no way, but you have to remember some of the things they’ve done!
Pete Townshend doesn’t get the credit he deserves for his song writing.  It’s amazing to think that unlike John and Paul who in order to become the amazing writers they were had to write together first, Pete trudged along all on his own!  He got help here and there by Kit Lambert during Tommy, but that was more in plotting the album I believe.  No one had done a rock opera before!
The rock opera.  Jesus Christ, how do they get overlooked for that?  I remember watching the 100 Greatest Artists of All Time on VH1 and complaining when they got number 13 because they deserved a much higher rank for creating the fucking rock opera!!!!  And what’s amazing is how even before The Beatles were introducing the concept album with Sgt. Pepper’s Pete was already showing signs of this creation in 1966 with “A Quick One While He’s Away”.
Then there’s the use of synthesizers.  I’ll let the Who’s Next booklet explain my point here:  ”Pre-programmed synthesizers and sequencing are commonplace in pop and dance music nowadays, but Who’s Next, it should be remembered, is where they first appeared on record.”  We all know how this has been overused lately, but do you realize how much music would disappear if Pete’s little experiments hadn’t happened?
Not to mention that the punk genre was inspired directly from their music, without Keith, drumming wouldn’t be what it is today… The Who had so much of an impact on our music!  They have been overlooked.  THIS is why I say they’re underrated.  They did so much and no one cares like they should.  I thought The Who made up the Holy Trinity of Rock with The Beatles and The Rolling Stones.  Why aren’t they more equals then?
